Husband left bbs alone in backyard?

he left my 2 kids in backyard to go play with computer...and son 3 year old gave 11 month old bb girl rocks in her stroller and i called cops and ambulance. husband said since they didnt take him to jail he didnt do anything wrong...help....any resources? what kind of animal is this i am speechless!
